Bob,

The most common cause of motorboating is an open filter cap in the power
supply.  Try bridging a good cap across the one in the radio to see if it
changes or cures the problem.  Failing that, your best bet is an open grid
circuit at any tube in the radio.  Good luck finding the problem.
