Check the site at:
http://www.isquare.com/millen/millen-page.htm for
schematics and photos of the various models. There do not
appear to be any with a sensitivity adjustment on the side,
one has it on the front. I suspect your meter may have been
modified by someone.
The usual symptom of a weak tube is failure to
oscillate on the highest band or on parts of the lower
bands.
Has this meter been working correctly in the past? If
so its possible the tube has gone gassy or one or the by
pass cap has shorted. I think you are going to have to
trace around and see how the modification was done. That may
give you a clue as to what has happened. Before going
bananas try cleaning the tube pins and socket connections.
