Yes this is correct but you must look at technical specifications to 
understand what is necessary bandwidth for the mode.  Only after a standard 
is established can 97.307 be applied.

And keep in mind that this does not apply to those stations David 
particularly singled out.  David, there are many, many stations in this 
country who transmit the same stuff.  I hear it all the time on all the 
lower bands we use.

   Currently:  FCC 97.307

     (a) No amateur station transmission shall occupy more bandwidth
than necessary for the information rate and emission type being
transmitted, in accordance with good amateur practice.

   As written (in force for 50 years) it simply stated something like;
no more bandwidth necessary for communication, but I see the over
strictness has been corrected.
