Oh come on people, the sky is NOT falling.  What's in effect is an  
efficiency standard for general service lamps
producing from 310 to 2600 lumens.  Incandescent bulbs producing in  
this range, essential 40 - 100 watt units,
simply can't meet the efficiency standard.  Light bulbs outside of  
this range are EXEMPT from the
restrictions. Also exempt are several classes of specialty lights,  
including appliance lamps,
rough service bulbs, 3-way, colored lamps, stage lighting, plant  
lights, candelabra lights under
60 watts, outdoor post lights less than 100 watts, nightlights and  
shatter resistant bulbs.

No need to start hoarding pilot lights...
