Almost certainly, the fogging due to TIG was the high UV output of the
arc. It'll give your arms a 'sunburn' in a minute or less. Been there.
The plastic case of the film badge was probable visibly opaque, but leaked
in the UV.
A TIG does not give off x-rays.
