If the momentary flickers (leading edge, not trailing) isn't accompanied by
a spike, then the simplest and probably best solution is a latching relay.
It can be either electro-mechanical or solid state. And it can be done in
each device or probably simpler and cheaper if you have several rigs to
protect, to the circuit they are all plugged into. Any time that the line drops
out low enough or long enough to drop out the relay, it would kill the
circuit. The start method can be a START electrical pushbutton or simply a
non-metalic rod to manually close the relay for START. It will latch itself so
long as the power is on.
