I note that Kenneth was referring to AT the rotor
and not IN the rotor! If I recall, he stated that the
capacitor is effectively across pins 4 and 8 of the
rotor. He said It enabled feeding the rotor with
the seven-conductor cable that he had available
in lieu of buying new eight-wire cable.

Since starting capacitors usually go bad long before the rotor, I definitely do NOT recommend putting the capacitor inside the rotor! That is, unless one really enjoys climbing the tower, removing the rotor, climbing back down, disassembling the rotor, replacing the capacitor, reassembling the rotor, climbing back up the tower, replacing the rotor, and finally climbing back down!
Doing such is a LOT more work then having more wires in the control cable.

Since this is a sealed capacitor, it would be a good candidate for mounting at the rotor instead of in the control box...thereby reducing the number of wires needed in the control cable.
