The "40 Amp" rating on the T-195 applies if you're going 
to use the original dynamotor.  While I haven't studied the
T-195 (too young for me ;-), I'm assuming that is the "run" current.
You'll need a great deal more than 40 Amps in surge capacity 
to start the dynamotor.
The only practical way to do this is with lead/acid batteries.

I use a rig with a dynamotor (BC-375 / PE-73)
that takes 75 Amps to start and only 12 to run.  
I use two 12-volt storage batteries in series 
to provide that start-up surge.
To keep the batteries charged and conditioned, 
I use a surplused 1500 Watt U.P.S. that had a
24-volt internal battery.  With the batteries unhooked,
I set the charge voltage to 27 volts, then ran heavy leads 
externally to connect the batteries.  
This keeps them charged and healthy.

If you don't need that much "muscle," some of the 
switching supplies with a heafty capacitor stack 
on the output will work well if the supply isn't to 
"RF-nasty."  
My complete 2 TX, 3RX + Modulator SCR-274N
uses a 24-volt, 30 Amp switching supply with 
about 220,000 uFd of caps on the output to 
provide starting surge for the DM-33 transmitter dyno.

The power supply for the entire station is 
that little gold box with the two big caps on it
right behind the receiver rack.
It works very well and the entire supply is about 
half as big as a shoe box.  It does have some "birdies,"
but they are away from my frequencies of interest and
haven't been a problem.   Were they ever a problem,
a slight change in voltage adjustment moves the birdies.

Back to the T-195:  Many of the fellows on the 
Military Radio and AM radio reflectors have experience
with running them.  Perhaps they can point you to the
solid-state inverter replacement that won't take so 
many Amps.
