My understanding is with the digitization at the curb or at the place the
wires enter the nearest exchange, the capability exists for anybody with
the requisite access can listen in to any phone call, anywhere, anytime,
right away from their desk.

IMO, there is a good probability that any form of comminunication, short
of carrier pigeon w/ a one time pad, can be monitored at will and nothing
is secure. Orwell was an optomist.
