The energy is already there.

Opening a valve doesn't increase power.  The only thing that you do is 
change potential energy to kinetic energy.

Take the primary loop of a pressurized water reactor.

The energy gain is by introduction of thermal energy.

There are also losses.  Keff is the loss of energy by the friction of 
the water through the system.
