First question:
Does your HP-3325A have Option 001 installed?
If so, then it has "High Stability Frequency Reference" installed inside.
Have you downloaded the manual from Agilent?
Frequency Accuracy is +/- 10^-6 of selected value.
I don't think that zero beating against WWV will get you any closer.
The main reason is WWV propagation delays.
