I'm not familiar with the Beckman, but you can certainly get to 1 part in
about 10 e7 by beating against WWV using a meter or 'scope with good
propagation. Also, consider CHU. Around the northeast, it has a far better
signal.
Better than that and things get complicated fast, as LORAN-C is gone (but
might come back), WWVB has new modulation which complicates things a lot,
and GPS is not really plug-and-play.
