The power /vol control is shorted for one thing, the AC line plug has been taped together and there are some wires hanging inside that must be there for some purpose. I have no paper on this thing and am needing info before i dig into it. If nothing else i'll strip all the wires out of it and rewire it as a speech amp for my 4-250 rig which needs something like this to sound decent.

A picture would help. Also there should be a model name/number other
than the MI (master item) number.
