Over the past few days I have tackled this 'arcing' plate cap problem again. 
I removed both the plate and loading caps and gave them a thorough bath in 
warm sudsy water and a low temperature oven drying. I was able to lightly 
burnish the arcing area with some 1000 grit aluminum oxide paper and since 
both caps were identical, I swapped places in case there was still a small 
carbon trace remaining. Re-testing at full power on both phone and CW 
revealed no further arcing...yeah!

After replacing an arcing PHONE-CW switch earlier as well as moving the 
plate meter from the plate line to the cathode line I am just about ready to 
button it all up and start using it...but...if I let it sit for a day or 
two, I'll likely muster enough enthusiasm to have one more crack at it and 
change the 6V6 oscillator over to the glorious 6AG7 , thus enabling easy VFO 
operation with my VF-1.

For those asking about the spacing of these two capacitors, I have

I still shake my head in disbelief that these things don't arc over ALL of 
the time as they simply could not be any closer spaced.

PS...I have been told that the audio sounds as good as the Ranger, which I 
find hard to believe but I'll take it :-))
