     I tried to find information on the voltage ratings of 
replacement variables for simple radio receivers. I could 
not find specific information in the catalogues I have but I 
think its a fair guess the test voltage is around 600 volts. 
I did not see any small caps with lower ratings.  I think 
its quite possible that some dust got in-between the plates 
and caused an arc with then became self sustaining by 
creating a carbon track or a bump of metal or both. The cure 
is obvious, remove the track and any built up metal as has 
been said before here.
