While it's a digital beacon mode that makes extensive use of digital signal processing "gain" to pull signals out from beneath the noise level, my recent success with WSPR (Weak Signal Propagation Reporter) proves to me that the problem is much more one of "no operators" than "no propagation". For example, my 10 milliwatt signal (generated by a Raspberry Pi driving a logic gate) on 20 meters is routinely heard all over North America and in Europe nearly every night. Best DX has been Australia (14K km) and Wake Island. While I'll be the first to agree that the DSP magic is the key, there had to be propagation for 10 mw to be heard thousands of km away.
Automated reporting of signals heard makes it simple to prove that propagation is available: See http://wsprnet.org for more info. Click on "Map" and select 10, 15, or 17 meters to see what's been going on today.
