[Boatanchors] BC-342 front panel removal

Looking at the schematic, the buried micamolds in the RF/1st Det cans are
decoupling for the AGC line. The resistance between the AGC line and ground
measures OK, so I am tempted to leave these caps in place - the worst that
can
happen if they leak is to spoil AGC action.
