[Boatanchors] LORAN A Revisited

GPS is suceptible to interferance, multipath, attenuation due to foliage,
jamming, and spoofing.

LORAN-C, because of the much higher peak power, is far less at risk.

The only other backup, WWVB, has gone to a BPSK format, requiring all new
gear.
