I'd say it depends on how much work one wants to put into it.

Ohm-Mite made a 100W dummy load, air cooled, at 73 Ohm.

That could easily be fed with a 75 to 300 ohm balun.

Joe - write me.  I have such a thing!

It is sitting around occupying space.
