The design of jammers is just about trivial and are widely available. They
cannot stop anybody home brewing them.

Was the FCC ever able to kill "Blue Boxes" or control CBers? It's "Kill a
chicken to scare the monkeys".

Furthermore, a GPS jammer does not to be high power and easily DFable, or
be on all the time, to create havoc.

GPS is very vulnerable.
