[Boatanchors] relicensing NPRM

If the organization of any "private agency or group" run by hams with the 
authority to collect evidence and push hams to conform to the rules were 
properly established, I would be supportive.  The way things are now we 
suffer from a real lack of enforcement from the FCC.  That type of thing 
would be difficult under present law but could be instituted.

Before I would support any such change I would want to be sure it is 
properly organized and had oversight by a group of credentialed individuals 
acting as a group.  Maybe then we would see some of the trouble causing 
operators fall into line.  I know, I know that is wishful thinking.

The observation about carte blanche granting of a license based on 15-20 
year old proof of licensure is a path to problems because of rule and 
emission changes.  There should, at very least, be a test of law, rules and 
regulations before someone was grandfathered after 2 years.
