[Boatanchors] relicensing NPRM

I am guessing that the same line of reasning has been in use at state drivers' license offices 
for several decades now. And we wonder why there are so many collisions every day.

FCC used to be a great agency and did things first class in every way until they started 
getting defunded and underfunded, beginning in the  late 1970s. Ask any FCC "Engineer In 
Charge."  It has to have been very hard for them to watch what has been done to their 
agency. At least it hasn't beeen privatized yet (like in England.) Who knows which is worst or 
best.
