Quick Release Rack Screw is indeed the name of the product I was trying
to describe. Below is another link to their web site and a view as to
how they are used:

Unfortunately, out of stock. A hundred piece order is pricy, but so is
a dropped piece of equipment or medical treatment for your broken foot
resulting from fumbling around will trying to get a rack screw started.
Looks like they did sell in 25 and 50 piece orders.
