The "fancy" washers are called "finishing washers" and usually come in a 50 piece "bubble pack" at Home Depot, Lowe's, etc.

I found that places that sell boat hardware have loads of those 
countersunk washers, and the stainless steel screws that go with them.

I obtained a supply when there was a family member pass away.

There was a good amount of this stuff, as he had once owned a 37 foot 
Gremlin Sailboat.

I've been using this supply for all my rack mounting.
