Not all modern gear runs cooler at low line voltage.

Anything with a high-efficiency switching PS will ru8n hotter. They are
constant power devices and as the supply voltage drops, the supply current
increases. The increased current means more dissipation in the inverter
circuit.

These PSs have effectively an incremental negative impedance.
