I dont know why so many keep insisting the tarnish is silver oxide.

In a real world enviroment its usually silver sulphate which is the cause 
for most silver plated contact intermittents.

A diluted Tarn-X and toothbrush, Q-tips, artists brush, etc followed by a 
clean water rinse is the best bet.
