Probably, the original zinc or cadmium plating has failed in the rusty
patches. The set was probably stored in a humid area.

Take a rag with a few drops of mineral oil and wipe the chassis. Let stand
for a few hours, and wipe off as much oil as you can.

IMO, that's about the best you can do, short of stripping the parts off
and pickling and replating.

You can get 'pad plating' kits to locally replate, but I don't know how
well it works.
