This is correct.  I am referring to units of measurement, not
scale. Are there any rulers or measurement devices out in the world that 
are marked off in eighteenths of an inch?

As far as scale goes, I spent many hours as a youth (and
even a few as an adult) in the 1/48th and 1/72nd world.
