[Boatanchors] Valiant keying

Very long-delayed project of reviving the Valiant that I just about wore 
out as a teen 40 years ago took a big step forward today and yes, the 
deadly fused power cord is gone, replaced with a 3 wire power cord and a 
chassis mount fuse holder, plus a second chassis mount fuse holder for 
the 1.5 amp fuse.

I found that the open circuit voltage at the keying jack is close to 
negative 250 volts. My memory is failing me so is that normal? Closed 
circuit current is 12 mA.
