     Probably the wrong one but Hoops makes me think of 
admiral Hooper, who was probably the originator of the idea 
of RCA.  At least Linwood Howeth suggests that.
     At a stretch it could be Herbert Hoover Jr who was 
president of the ARRL for a time and is given credit for at 
least part of the design of the HRO.
