[Boatanchors] Elmac A-54H Loading

I tried, this morning, to post this (twice) on the Multi_Elmac list, but it never got thru. 

I just acquired a Elmac A-54H & PSA-500 p/s. I did a little work on the p/s, but none on the 

xmtr yet. The xmtr works and puts out a signal on 75 and 20 mtrs...relatively chirp free. However it will not load up to the 100 ma spec, and in fact will only load up to about 35ma max on 80m 

(+/-3580)...giving about 10w output into a dummy load and also an inv. vee antenna. The ant. loading has no affect on the plate current. It has plenty of grid drive. I see that the plate and ant. loading capacitors are much less value than on the AF-67. Do I need more plate and ant. loading capacitance? I get about the same situation with a A-54, non H.  

Has anyone already gone thru this and can offer some values that work?
