Using that frequency for AM is fine, EXCEPT if you hold a Novice Class or Technician Class license.  Although those holding General Class, Advanced Class, and Amateur Extra Class can run AM (and even FM/PM so long as the modulation index does not exceed 1) in that band segment, the lower 2 classes of operators are restricted to CW and SSB ONLY in the 28.3 MHz to 28.5 MHz segment.

I don't think so. I'm working DX regularly on 20M and 15M AM in 
amongst the SSB station with no complaints. Fortunately most hams are 
very tolerant and polite. Even a single frequency such as 28.305MHz 
would be an advantage for those of us that have narrow band antennas.
