[Boatanchors] HV caps

Id go with 33 or 47uF 400 or 450V as the originals were "adequate" 
(translation: As cheap as we could get away with) and a bit more C will 
reduce any residual hum as well as add a bit of regulation. Even larger wont 
hurt, especially for C-20.
