Ok you all have hit the nail on the head.  All your answers match what I have.  It does indeed open by turning the cover and it matches the relay pictured that is at   http://www.prc68.com/I/Telegraph.shtml#255A that David Ross and others pointed too\

If it is a 255A Polar Relay, the top comes off by turning it CCW and then lifting.

4 TRY 30 is not a Signal Corps Stock Number.  Syntax is totally wrong.  Sig Stk Nr's are all of the general format NXNNN , NXNNNN or NXXNNNN, often followed by other characters.  There are no spaces between the characters.
