[Boatanchors] Advice Needed

A local ham asked me for some advice on purchasing a new transceiver.

He is looking at the new TS-450.

Without going into great detail, what should I tell him before he spend his limited funds - under $2,000.

Also where should he purchase the radio:  AES, HRO, etc.
