How about a call to one of the local TV stations "trouble shooters" ?  That
usually gets their attention.

I called con ed. They said I have to get a licensed electrician to report
the issue with the appropriate paper work. That will cost some money, but
probably not as much as a huge variac! So we'll see. thanks for everyone's
comments on the subject.

I would not wait for Con-Ed to call, I would keep after them until they
responded.

If you do not get satisfaction from Con-Ed, contact the NYS Public Service
Commission.
