There is a place on the reporting form when doing your sales tax return to list items that you have used yourself and then to pay the state sales tax.

That's only partially true. The Sales Tax permit (number) is only
effective on items for resale. If the purchased item is a part used to fix a
machine used for making things to sell, then it is taxable. And of course
anything for personal use is taxable. Generally in the specific case of Mouser,
parts bought from them would be tax exempt only if you are buying them to use
actually in equipment for sale or in equipment being repaired for others.
Of course if you maintain a stock of parts for use in repairing radios for
pay, or for sale, and you use several parts from the stock to fix a signal
generator used in the business, no one is likely to catch you. :-)
