It would be my guess for each Media Mail rate shipment intercepted,
the package was returned to the shipper to either pay up the proper 
rate or it was simply be given back to them if they refused.

I suppose there simply aren't enough commercial shippers violating the
Media Mail aspect for criminal charges.
