Thank you everybody. I found a simple 88.5Hz tone generator circuit
using a single 567 integrated circuit. It can be built less than about
$1 parts.

Hi,
The best price I found with a short search was at Digi-Key for 1.67 each
(plus shipping of course). So if capacitors and resistors are also
needed it's not going be under a dollar at all. It should still cost
something less that buying ctcss encoder/(decoder). I wonder how much
less it will cost than the product that is programmable for all known
ctcss tones with both encode and decode.
Let us know how well this thing works for you. I'll dig out the prices
for myself and do the math/evaluation. I see that chip is available for
the same price in a surface mount package that might help it fit in a
small space (old hand-held like my Icom 2-AT). Comm-spec can do the
encoder in the 30-40 dollar price range. If I can do it under ten bucks
and it works I will make one.
