I have numerous UPS units ranging from 500W to 1700W.  While I don't think any of them have had a lightning hit yet, by the nature of their design, I suspect they will provide some degree of lightning protection to any equipment that is connected to them, whether the equipment is energized or not.  Additionally, since the output voltage on some of them is adjustable, they can be used to lower excessive line voltages.  Such units are readily available at garage sales for next to nothing or free when their batteries have reached the end of their lives.  You might want to try one and see.
