[Boatanchors] Reforming Caps?

I have never seen anything like the way Black Beauties sell on eBay.  A 
year or tow ago I bought a bag full of paper capacitors at a ham fest 
and sold all of the Black Beauties on eBay.  I carefully noted that they 
were removed from old equipment.
