[Boatanchors] HRO-60 repairs

I guess the first thing I'd look for is a non-functional local 
oscillator when the suspect coils are plugged in.  If that's the case 
swap the tube and check the value of the grid resistor.  The oscillator 
may be unhappy at the higher frequencies.
