[Boatanchors] Replacing 866s with 3B28s

I run 3B28's in both HT-9's, had enough 866 scares in the 50's and 60's; 
dont need any more just cuz they are purty.

One of the AM amps and modulators each run a pair of 872A's but there is 
plenty of overhead that Im not worried.
