[Boatanchors] Replacing 866s with 3B28s

3B28's are a direct replacement, but flickering blue lights are a lot 
more interesting. If you really want to replace them, get the solid 
state replacement, also a direct replacement. I forget the number. 
That's what I have in my Invader 2000.
