ARRL did have the QST View CD sets available, but they are being discontinued, as the software used on them is not compatible with some newer op systems. I have the sets from 1915 through 1949. They are great for perusing the older issues cover to cover. Supposedly ARRL is looking at revamping the QST View series, so hopefully they will be available again. There are a few of the older ones still available, I think 1930-39, and some for the 60s/70s.
I recall they may have briefly made the issues available to members, and indeed I recall using that service at one time, but my guess is the amount of data is just too great to keep it available like that, so now it's just selected articles. Problem is, if you don't know the name or author, searching is difficult. And in the earlier issues, keywords like "transmitter" might not be used, the author having used "sending set" instead, for example.
And I agree, the early advertising info is just as historically significant as the material content.

I haven't seen what the ARRL is doing but I have
encountered the same sort of thing with bound volumes of
periodicals at the library, the advertising sections were
cut out. Very often it was the ads that I wanted to look at
for historical research reasons. At one time it was common
for higher class magazines, and QST was one of them, to
separate the text and advertising with the ads concentrated
in sections at the front and back of the book. Of course,
this was just penny pinching, it was cheaper to bind the
thinner, incomplete, magazines but the reasoning behind it
was very faulty. If you want to know the reason for anything
being done badly money is probably the answer.
