    I haven't seen what the ARRL is doing but I have
encountered the same sort of thing with bound volumes of
periodicals at the library, the advertising sections were
cut out. Very often it was the ads that I wanted to look at
for historical research reasons. At one time it was common
for higher class magazines, and QST was one of them, to
separate the text and advertising with the ads concentrated
in sections at the front and back of the book. Of course,
this was just penny pinching, it was cheaper to bind the
thinner, incomplete, magazines but the reasoning behind it
was very faulty. If you want to know the reason for anything
being done badly money is probably the answer.
