[Boatanchors] Panel meter repair?

Finally got the meter on a recently acquired DX-40 to work, the can covering 
the meter was preventing the terminals from making contact.  Now, the meter 
"zero" is about 10% of scale, and the manual zero adjustment has no effect.

I've always avoided working on meter movements, or even opening them because 
of delicate inner workings.  This one looks like someone worked on the 
insides, probably why it doesn't work properly.  Any advice about how to 
repair or have the meter repaired?  I could use it with the screwed up zero 
as the meter functions fine otherwise, but like to have my equipment 
functioning properly.
