I think kits are a great way to popularize homebrew.

One possible approach would be to make a small hybrid transmitter:
  - solid-state DDS or Si570 VFO/frequency indicator
  - 5763 linear amplifier to get to QRP+ levels
  - 6.3V DC supply for tube heater and solid state
  - voltage doubler from 110V isolation transformer for B+

Or something similar.
