The most likely answer would be to either pick up a hole saw from the 
local whatever hardware Store/Tool Department of Improvement Store/or 
the cheapest - Harbor Freight.

Harbor Freight may indeed be the cheap seats, but that would be the best 
bet other than finding someone with a drill press and a fly-cutter.

If you insist doing another harder method, drill a whole bunch of holes 
along but INSIDE the circumference, then file to fit.  (This I have done 
for a 3" meter - I'll NEVER do it again!)
