If this is an older Ge transistor, there will be far more leakage current than
you are used to for a modern Si transistor. So there may very well be some
conductivity between the 'wrong' pins.

There should be much higher conductivity between the 'right' pins.

It wasn't uncommon to see no base bias resistor in early Ge transistor circuits.
There was enough leakage to forward bias the transistor, and the beta was low
enough that putting a bias resistor in parallel would lower the feeble gain even
further.
